Valley is a passionate HR professional with a unique first name. Her colleagues often describe her as energetic but focused; a maverick but a collaborator; a process mapper but a gritty problem solver; and a great coach of helping leaders manage people. Valley’s depth of experience over 24 years of practice comes from the service sector. She started her career at a college level and ended with over 20 years in the public sector serving K-12 schools.


Valley is a valuable asset in many functional areas of HR. Working in the public sector requires breadth and depth of operational and strategic HR leadership. She can provide expert assistance in building strong HR systems for all life cycles in employment. She has experience in recruitment, selection, training and development, performance management, benefits administration, conflict resolution, labor relations and negotiations, employee relations, and employee engagement. Valley is also an adjunct professor in the School Business for Concordia University teaching HR classes in the MBA program.

Key Accomplishments

  • Led implementation of initial and successor strategic plan goals, actions and metrics for Operations and Human Resources Department for over a decade
  • Administered and managed fiscally responsible self-funded healthcare plans including the implementation of one of the first onsite healthcare clinics in the public sector and programmed wellness plans
  • Created and successfully implemented mentoring, performance management and talent development systems for both professional and support staff
  • Designed, supported, implemented, and coached human resource leadership practices for new managers and supervisors


Valley holds her master of business administration with a concentration in human resources from Concordia University and a bachelor’s degree in business administration from Penn State University.

Professional and Community Activities

Valley has been a student chapter leader for HR undergraduate students for SHRM, a Big Sister for Big Brothers/Big Sisters, and often volunteers at local humane society events.
