Iowa Laws Effective July 1, 2008:

Court Attendance and Witness Duty Leave
Employers cannot terminate, take or fail to take actions on promotions, or reduce pay or benefits of employees who take leave to serve as a witness, plaintiff, or defendant in domestic abuse proceedings.

Unemployment Insurance
The minimum weekly benefit amounts range from $53 to $65; maximum weekly benefit amounts range from $361 to $443. Effective January 1, 2009, employers can be fined at least $35 for each delinquent or insufficient report.

Wage Payment Requirements
Employees must make written requests to employers for payment of wages by mail; employers must keep such written requests for the duration of the arrangements and at least two more years. Employers that fail to pay wages on time, regardless of payment method, are liable for overdraft charges; these charges can be the basis for a wage claim.

Workers' Compensation
The maximum wage replacement benefit for permanent total disability is $1,366; the maximum benefit for partial disability, permanent, or temporary, is $1,257.

Minnesota Law Offers Small Employers Health Insurance Tax Credits

Small employers with between two and 50 employees will be eligible for a tax credit if they offer their workers cafeteria-style health plans that use pre-tax dollars to pay for benefits under a law signed by Minnesota Governor Tim Pawlenty (R) on May 29, 2008. This credit will equal the cost of establishing the plan or $350, whichever is less. Small employers will also be able to claim a participation tax credit for their plans equal to 50 percent of the cost of encouraging employees to enroll in the health insurance program or $200 for each uninsured employee that the company convinces to participate.
